Abstract
The purpose of this dissertation is to examine and evaluate the present, and potential, "diplomatic means" available to the Executive Office of the Secretary-General to prevent conflict. Special attention will be devoted to the Constitutional powers and responsibilities of the Secretary-General under Article 99 of the Charter of the United Nations.
