Abstract
This article offers a summary of the arguments presented to the U. S. Department of Commerce at a hearing on November 6, 1983 regarding the issue of whether U.S. countervailing duty (CVD) laws are to be applied in investigations of imports from non-market economy (NME) countries, specifically, the Peoples Republic of China.
