Abstract

The purpose of this article is to analyze certain of the more critical aspects of the Draft Convention of September 22, 1980 in an effort to determine where the truth lies between the two sharply contrasting points of view that the Convention was either success and marked a turning point for the rule of law, or that it was a disaster and that it would take a century for the law of the sea to recover.
